Great read on how the changes in baseball scholarships in 2009 transfomed college baseball from a dynasty-driven sport to an even playing field nationally.
"The NCAA set a roster limit at 35 players and restricted the number of players on scholarship to 27 starting with the 2009 season. There was one more change made: No scholarship player could receive less than 25 percent of a full scholarship, a stunning tweak that sent coaches scrambling.
Not only were coaches now banned from having more than 35 players on their roster. They could no longer offer players a 1, 2, or 5 percent scholarship, something done often to woo a player to college."

"There was a great deal of character on that field today. They are for real, no doubt about it. This was no fluke." - Coach Paul "Bear" Bryant
