Site time

Noticed a couple of issues with the times being displayed.

First, most people were not seeing the correct DST time, i.e. were seeing times one hour behind.

Second, the default time zone for people using the site without logging in was Eastern. I have changed it to Central.

Please let me know if you're still not seeing correct times.
