MLB Fixed a Pitch?

Rick Sutcliffe just admitted the MLB HOF wanted the ball from the first pitch from the first night game at Wrigley Field. They told him that as long as the pitch is just outside the strike zone they will call a strike and keep the ball for the Hall with the hope it isn’t fouled off and sent into the stands. I wonder if that’s the only time they directed umps and players in that manner.......
