In short, the idea is to let FBS football players transfer to other FBS schools without having to sit out a year under a pretty broad set of circumstances. They get to do this if their head coach gets fired or takes a better job, for example. So Fedora could have taken, say, Jamie Collins with him to UNC (where he may or may not have started).
Another circumstance that removes the need for sitting a year out after a transfer is if a team gets banned from the postseason. That's a little less stupid, since it punishes schools that break the rules, but I'm still not very enthusiastic about it. Seems like an oversimplification to say the school cheated but the players were innocent. That's not usually true, e.g. when a booster supplies an impermissible benefit like a free ham, who gets to eat the ham?
